A single Drake just cries “bait”. My experience is that most good groups will try to get intel before they attack a bait ship – and then either burn it down before the main fleet can arrive, switch immediately to more worthwhile ships when the fleet does arrive, or simply won’t engage.

Of course, there’s always the chance that the other group just wants to fight for entertainment, even if they are aware they might lose.

One way I have seen tank implemented in PvP is with decoy or ruse ships – these are fitted exactly the opposite of your POSprey, with nothing but defense and ewar mods, generally on a ship that you know the opposing squad will target first. If it works as intended, you basically are able to destroy their most powerful ship while they are wasting time killing your least powerful ship.

Obviously this doesn’t work in large scale battles. But if you have a planned small group engagement somewhere, its a neat trick.
